I'm another Persona user from Tokyo, 2017. There are currently two other persona users from the same timeline as me present in Aldrip; Akira Kurusu and Haru Okumura. The former possesses same wildcard abilities as Kotone Shiomi.
However, we do not use Evokers to summon our personas. In Tokyo we needed to enter another dimension called a Metaverse, which was formed by a cognition. Only in that world would we have access to our true potential and be able to use Personas.
So you do not require the use of an Evoker and yet you are heavily restricted in where you can access your potential and thus summon your Personas.

I was already aware of there being other Persona users outside of those from my own timeline and universe, however this is the first I've heard of this "Metaverse" you speak of. I will have questions for you in return in due course.

Not much, unfortunately. She has told me about the Dark Hour and her experiences with phenomenon known as Apathy Syndrome. It is rather well documented in my time so I had heard of it before meeting her. She also allowed me to try out her Evoker at one time but it didn't work.

Evokers were designed and developed and now created by the Kirijo Group, of which I am head. Our scientists concluded that in order to summon a Persona, provoking a sense of terror in the individual is necessary, along with an acceptance of their own mortality. Hence why the Evoker takes the form that it does.
it could very well be that. there was no sense of danger or threat over my life in the situation where the evoker was used. also, our personas were locked out of our reach at the beginning.
can you tell me more about the what the evokers are made out of?
